Baby and Toddler toys are a breed unto themselves. They often overlap with other categories of toys, such as puzzles, games, musical toys, etc., but are developmentally appropriate for a child under the age of 3 years. This basically means that special care is given to such things as eliminating small parts and/or keeping things chunky and easy to grip as well as other special modifications. Kids at this age are still refining their motor skills (i.e. gripping, hand-eye coordination, walking and balance), are learning cause and effect, and are starting to lay the foundations for later learning with simple shapes, colors, and object relationships. Their toys reflect these needs.
